応早任武家下知状止左衛門尉兼重自由沙汰
如本為下司職停止地頭号淡輪庄事
副下武家下知状一通
右件兼重所進両通関東下知状下司職之条炳焉之
処掠事於奇謀猥称地頭職抑留有限之領家御
年貢云加徴云新給田云厨雑事年々犯用其数
巨多也猛悪之甚殆無比類者歟令糺断之処理致
分明之間武家任道理有成敗早任彼状如先例守下司
一職不可致庄務煩之状所仰如件沙汰人百姓等宜承知

An edict (kudashibumi) by the Household Chancellery (mandokoro ) of the former Minister of the Left (sadaijin ) (Kujō Yoshihira), fifth month of the second year of Tenpuku (1234).

In accordance with the Kamakura orders, it is truly urgent to stop Saemon no jō Kaneshige’s willful management. He should be a manager (gesu) should as before and stop administrating Tannowa estate under the name of jitō. Attached is one Kamakura order.
Concerning the aforementioned two Kantō order submitted by Kaneshige, the status of his managerial right (gesu shiki) is clear. He used cunning artifice to disorderly assert that he himself was a jitō, and, during every year, appropriated significant proprietary taxes, and levied other taxes, including surtaxes, new grant field (taxes), and jitō entertainment expenses.
Those offenses are great in number. These extreme examples are of the most unparalleled evil. Kamakura has adjudicated in accordance with reasonableness (dōri). With haste, in accordance with this document, and precedent, the proper rights of the gesu should be upheld, and there should not be any meddling in estate affairs. The order is thus. The state administrators and commoners must take note and understand this. Do not be remiss. Wherefore, this order.
The twentieth day of the fifth month of the second year of Tenpuku (1234).
