Document 3. Kyōto Prefectural Directive from Governor Hase Nobuatsu

The governor of Kyōto Prefecture, Hase Nobuatsu, informed Suzuki Gentoku that he was incorporated as resident of the urban region according to the family registry (koseki), thereby confirming Gentoku’s commoner status.

The document was issued in the name of Hase Nobuatsu, the first governor of Kyoto Prefecture from 1868 until 1875. Born of the Takakura family of the nobility, Nobuatsu remained influential even after his governorship ended.1
